FOIA Request to The University of Tennessee Health Science Center Regarding Chinese National Students on May 14, 2025.
As part of our commitment to transparency and accountability in governmental affairs, Memphis Standard has submitted a Freedom of Information Act (FOIA) request to The University of Tennessee Health Science Center. This request seeks detailed information concerning Chinese National students enrolled at the university.
Our inquiry specifically requests records under the Tennessee Open Records Act, §10-7-503 et seq., preferably in electronic format. We are seeking documents or lists that detail all current students who are Chinese Nationals, along with their respective departments of study. In cases where student names are protected, we have asked for a total count of such students broken down by department.
Additionally, we have requested information on scholarships awarded to these students. This includes details about the amount each student receives and the source of these scholarships. We are particularly interested in identifying any scholarships affiliated with the Chinese Scholarship Council.
Furthermore, we have asked for any policies or procedures that outline how the university monitors its students—including Chinese Nationals—to safeguard its Intellectual Property and other confidential information.
This request is made on behalf of Memphis Standard and The Coalition Opposing Governmental Secrecy. As media professionals dedicated to gathering and reporting news, access to public records is crucial for us to fulfill our responsibilities in holding public institutions accountable and ensuring transparency for the public. We believe this qualifies us for a fee waiver as members of the media.
